Atwood Village Board Prepares to Beautify Downtown Atwood

Downtown Atwood will take on a different look by the end of summer following the Atwood Village Board meeting on Monday, July 11. Trustees attending were: Ron Wallace, President Bill Fleming, Dave Ard, Scott Harris and Allen Kilber. Absent were Diane Eagan and Christine Stoltz.

It was announced at the meeting that no bids were received on June 28 for repaving two blocks of downtown Main Street due to availability of supplies. The board will pause the project at this time and resubmit for bids in the spring of 2023. At this time the engineer is still looking for someone to do this project but it will probably be held up until next year. The board has decided to proceed with the following:

1. Village remove existing decorative lights & bushes.

2. Ameren remove existing street lights and poles.

3. Mediacom remove wires on existing street light poles.

4. Ameren install new decorative street lighting.

5. Village will remove existing concrete flower boxes.

6. Village will purchase and install 20 new composite flower boxes next spring, after the flowers have finished blooming this year.

7. Village will remove designated trees with donated labor.

8. Contractor will remove other designated trees and all remaining stumps.

9. Contractor will install 8 decorative dwarf tees.

This a big job for this fall but should make a difference in how we see downtown Atwood.

Village President Fleming told the trustees the village is still waiting on the park grant; the board should be reviewing the ordinances and they have not received a response from either county regarding moving village hall from Piatt to Douglas County.

The water tower will be cleaned on the outside the end of July. A water leak was found on Main Street and repaired, as well as the leak in the park.

A motion was approved for village employee Daron Soard to take the 80 hour course to get a CDL driver’s license. No date has been announced.

The board passed a motion for Ordinance 2022-O-7 Section 1401E establishing surface requirements for parking of vehicles, RV campers and utility trailers on weed free surfaces. This is for the general welfare of the residents of the Village of Atwood.

It reads:

Vehicles, RV campers, utility trailers must be parked on weed free surfaces made of gravel, crushed stone, asphalt, or concrete. RV campers cannot be used as a full time residence and cannot be rented. If the owner has family that comes in from out of town, the family can stay in the RV for a maximum of three months while visiting.

The board adopted Ordinance 2022-O-5 declaring surplus property (fence and backstop located at the ball diamond of the former AHHS grounds.

Another Ordinance 2022-O-8 was approved establishing requirements for Photovoltaic and Solar Panel guidelines.

Following discussion, the board adopted a tentative Ordinance 2022-O-10 combining annual budget and appropriation of funds for the Village of Atwood, IL for the fiscal year beginning May 1, 2022 and ending April 30, 2023. The final copy will be presented at the August meeting.

The appropriation meeting will be at 6 pm prior to the regular meeting on August 8.

An ordinance prohibiting power windmills within the Village of Atwood was discussed and tabled.
